Description:

Part of Windows SteadyState, which is designed to make life easier for people who set up and maintain shared computers - enabling the system administrator to prevent other users from making certain changes to the system configuration or windows desktop. It's intended for shared user environments such as internet cafés, libraries and schools but can be used in any environment. Bubble allows notification messages to appear on a computer managed by Windows SteadyState

Windows Defender (Start → All Programs → Windows Defender → Tools → Software Explorer)
